Application conditions for disabled persons parking places

Hampshire County Council will provide an advisory Disabled Persons Parking Place free of charge subject to the following conditions:

  1. The applicant must be a holder of the Blue Badge. The Blue Badge number submitted on the application form must be registered to the applicant’s current address. To update details for an address in Hampshire, email [email protected], call 0300 555 1376, or write to Blue Badge Unit, PO Box 696, Fareham, PO14 9PD. Otherwise contact the Blue Badge issuing authority. Go to gov.uk to apply for or renew a Blue Badge.

  2. A Disabled Persons Parking Place will normally only be provided for a vehicle registered and kept at the applicant’s address. To verify this, we require a copy of the vehicle’s V5C certificate (log book). This is to prevent a parking space from remaining empty for long periods of the day when there may be a shortage of parking space for other residents. Disabled Persons Parking Places are not provided for carers or family members visiting.

  3. The applicant must not have a vehicular access to their property, or own or have use of a garage or driveway close to their property which could be reasonably used as an off-street parking area for a suitable vehicle. The applicant is expected to take reasonable steps to render existing garages and driveways, which may be presently used for storage of other vehicles or goods, usable as a parking place. Go to gov.uk to apply for a Disabled Facilities Grant to improve access to your home. If the off-street parking facility is unsuitable (for example: too narrow to accommodate a wheelchair) the marking may be provided where this can be demonstrated. The County Council may request a letter of medical support from a health care professional (for example: a doctor or occupational therapist) to confirm that the off-street parking facility is not usable.

  4. There must be a suitable safe location on the highway for the vehicle to park where it will not give rise to undue congestion or be detrimental to road safety.

  5. Markings will not be provided where their use will result in a contravention of a Traffic Regulation Order such as a Waiting Restriction (for example: single or double yellow lines).

  6. Where a parking place is to be installed outside another residence (whether partly or wholly), we ask that the applicant seeks the support of the relevant neighbour/s and provides this in writing. Should the neighbour/s be concerned please ask them to contact us directly.

  7. The County Council may in the future review Disabled Persons Parking Places to ensure our records are up to date and to confirm if they are still required.

The above conditions aim to provide a fair and consistent approach across the county and will be followed in most cases. However, it is recognised that these conditions cannot accommodate every possible location or situation. Advisory parking places are ultimately installed and located at the discretion of the County Council’s engineer who can assess specific circumstances.
