Parking dispensations in Hampshire: what we offer and who can apply
In certain circumstances there may be a need to park in an area where parking is restricted. Where appropriate, you can apply to us for permission as explained below:
- Dispensations - To allow you to park where or when you cannot normally such as single/double yellow lines and timed bays where you need to park for longer than the restrictions allow
We must be satisfied there is a valid reason for the request, there are no reasonable alternatives for parking, and that it will not cause a safety or traffic problem.
There is a fee for each of these options, which are listed below.
Dispensations - and how to apply for one
About Dispensations
If you want to park where parking is not currently permitted or for longer than the current restrictions in force allow.
Examples: loading or unloading for more than 30 minutes on a single yellow line
It permits one vehicle to wait on a single yellow line or in restricted time parking bay for longer than the maximum stay.
There are two types of Dispensation Permits, Green (to extend parking beyond current restrictions) and Red (where parking is not normally permitted).
Dispensations will not normally be granted where there are loading restrictions or in clearways.
Green dispensation permits
These permits are for parking in parking bays with restrictions on time or use. (i.e. not on single or double yellow lines). These are available for immediate purchase and use.
Green Dispensations are valid for the period purchased and, in the location, identified in the application only, for the following parking restrictions:
- On Street Pay & Display Bays
- Limited Waiting Bays
- Resident Parking Bays
- Loading Bays
Using a Green Dispensation on any other parking restriction may result in a Penalty Charge Notice being issued.
Red dispensation permits
These permits are for parking in restricted areas of the street. i.e. where currently parking is not permitted, for example, double yellow lines.
Once purchased Hampshire County Council will review your request and make a decision based on availability and suitability of location. You will be informed via email of the council's decision. You must leave up to 5 working days to allow a decision to be reached.

Please note that at any time a police officer, authorised officer of the Council or equivalent person may withdraw permission of this waiver and should you refuse to move the vehicle a Penalty Charge Notice may be issued.
Whilst the dispensation is in use Hampshire County Council does not accept liability for any damage, loss or accident caused to or by this vehicle and it is the responsibility of the applicant to ensure that the vehicle is parked in a safe manner and ensuring safety to the public at all times.
While dispensations allow vehicles to park at locations as described above, they do not guarantee the availability of parking at the requested location. In order to ensure that on-street spaces are reserved for use, it is recommended an application is submitted for a parking suspension.
Dispensations will not normally be granted where there are loading restrictions or in clearways.
Weddings and funerals
Wedding vehicles that are hired specifically to transport the bridal party, along with funeral vehicles (including hearses) that are hired to transport passengers to and from the service may be exempt from certain parking restrictions and may not require a waiver. Apply for a dispensation online
The best way to apply for a dispensation is online.
You should apply at least three working days before the dispensation is required if in the Green Category or five working days for the Red Category, although we can issue them immediately for emergencies.
