The Hampshire Best Start Plan
Every child deserves a healthy, safe and happy beginning. The early years, starting in pregnancy and extending through the first five years, lay the foundations for lifelong learning, wellbeing and development.
The government’s strategy, Giving Every Child the Best Start in Life (July 2025), focuses on improving child development by:
- Strengthening local services
- Bringing support together for families
- Expanding access to high-quality early years education and childcare
- Introducing a national digital offer and Best Start Family Hubs in areas that need them most
