Our vision

The Best Start for Life Plan sets out our priorities for the next three years. Instead of detailed delivery actions, the plan focuses on the key themes that matter most for Hampshire families.

A dedicated programme of work will sit alongside the plan, turning priorities into practical actions. Families, practitioners and partners will shape this work through co-production.

Why the Early Years Matter

From before birth, babies learn through connection, touch, sound and care. Early relationships provide the emotional security children need to explore, learn and grow.

Parents and carers play the most important role in a child’s life. Supporting families, socially, emotionally and practically, is central to giving children a strong start.

Children with additional needs particularly benefit from early identification and support. Every family should feel informed, confident and able to access the right help.

Pregnancy and Early Childhood in Hampshire

The ‘pregnancy and early years system’ spans conception through to the end of the reception year, including health services, early years education, schools, community support, social care and voluntary organisations.

Families are at the heart of this plan. Their voices guide how services are designed and delivered.
