Outreach services and self-help

Mobile services and local access

Helping residents to stay connected, supported, and independent in rural Hampshire will create support networks that help reduce isolation. In rural communities, mobile and outreach services are essential for helping residents, especially those without transport, access to books, meals, health support, and social care. These services reduce isolation, support independent living, and help people remain part of their community.

Community connection and cohesion

Supporting isolated individuals benefits the whole community. When people feel included and supported, they are more likely to:

  • participate in local events and groups
  • volunteer their time and skills
  • help neighbours informally
  • contribute to a shared sense of belonging

Community cohesion grows when people are connected through shared experiences, mutual support, and inclusive communication. Parish Councils can play a key role in fostering this by:

  • identifying and supporting vulnerable residents
  • facilitating informal networks (e.g. WhatsApp groups)
  • promoting inclusive activities and services

How parish councils can help residents stay connected

Parish Councils and community groups can play a vital role in reducing isolation and improving access to services.

Ideas to support community connection include:

  • creating a local WhatsApp or Facebook group for informal support, liftsharing, or sharing local updates
  • hosting regular community events (e.g. coffee mornings, lunch clubs, tech help drop-ins)
  • promoting local services via noticeboards, newsletters, and websites
  • coordinating volunteer schemes for shopping, companionship, or transport
  • signposting services like Meals on Wheels, Connect to Support, and local charities

Volunteer recruitment and resource pooling

Community connection efforts often lead to:

  • recruiting volunteer drivers for transport schemes
  • pooling resources (e.g. shared lifts, donated equipment)
  • creating informal support networks that reduce pressure on formal services

Parish councils can:

  • promote volunteering opportunities
  • recognise and celebrate local volunteers
  • facilitate partnerships between neighbouring parishes
