Strategic groups
The Hampshire Domestic Abuse Partnership (HDAP) brings together a wide range of organisations committed to preventing domestic abuse, protecting those at risk, and supporting victims/survivors across Hampshire. This multi-agency collaboration includes local authorities, police, health services, education providers, voluntary organisations, and community groups to name just a few.
Together, the Partnership works to:
- Coordinate a strategic response to domestic abuse across the county.
- Promote early intervention and prevention, ensuring individuals and families receive the right support at the right time.
- Share learning and best practice to continually improve services.
- Empower communities and professionals to recognise, respond to, and challenge domestic abuse in all its forms.
The Partnership’s strategy outlines a shared mission, vision and values for a safer Hampshire - where everyone can live free from fear and harm. It sets out clear priorities, actions, and commitments to drive change, reduce harm, and ensure survivors are heard and supported.

The Partnership is made up of various groups, including:
The Main Hampshire Domestic Abuse Partnership Board, which works together to support, advise, and work collaboratively across Hampshire to ensure families living with domestic abuse have access to adequate and appropriate support, including support within safe accommodation services. It is also responsible for supporting Hampshire County Council in meeting its duty under Part 4 of the Domestic Abuse Act (2021), and for monitoring the partnership approach to all other areas of the Act.
Four focussed action focused groups:
- Early Action and Partnership Delivery Group whose purpose is to address the key commitments outlined in the ‘Early Intervention and Prevention’ priority and the ‘Partnership Working’ priority.
- Support and Services Delivery Group whose purpose is to address the key commitments outlined in the ‘Trauma-informed support for victims and survivors’ priority and the ‘Challenging harmful and abusive behaviour’ priority.
- Children and Young People’s Delivery Group whose purpose is to prioritise prevention, increase support to children and young people (CYP) and strengthen systems that address domestic abuse in relation to CYP; and
- The Hampshire MARAC Strategic Partnership, which oversees the local strategic response to and delivery of the Multi-Agency Risk Assessment Conferences and the High Risk Domestic Abuse (HRDA) meetings.
