New materials recovery facility (MRF) for Hampshire
In April 2025, Hampshire County Council, Portsmouth City Council and Southampton City Council approved a joint £50.5 million investment to improve recycling services across the area. This funding will build a new materials recovery facility (MRF) in Eastleigh, upgrade the existing Portsmouth MRF, and update the network of waste transfer stations so they can handle a wider range of recyclable materials.
The new Eastleigh MRF is expected to open in 2028. Once running, it will help all households in Hampshire recycle more items, including:
- paper and cardboard
- glass
- metals
- a much wider range of plastics including bottles, pots, tubs, and trays, and soft plastic film
- waxed cartons
The new MRF will help Hampshire residents to follow the Government’s Simpler Recycling rules. These rules aim to make recycling more consistent across England for homes, businesses and public buildings such as schools and hospitals. How Simpler Recycling is being implemented across Hampshire.
