Rachel Francis

HR Adviser

Rachel has been working as an HR Advisor within EPS since July 2025. In her role, she provides HR and employment advice through the helpdesk, responding to a wide range of queries across all aspects of HR via phone, email and webchat. Alongside this, she works closely with Headteachers and managers on casework, focusing on sickness absence, ill-health retirement and disciplinary matters. She also acts as a Redeployment Support Adviser, providing guidance and support to employees navigating redundancy.

Rachel joined Hampshire County Council in 2019 as an Assistant HR Advisor, where she supported the administrative side of HR processes and provided financial administration support to the EPS team. She later progressed to an HR Advisor role within the HR Policy & Reward team, contributing to the development and review of HR policies in line with legislative changes. She then moved into HR Operations, providing advice to managers across HCC directorates, before joining EPS.
