Planning responsibilities for Hampshire County Council

Minerals and waste and the County Council’s own planning applications

Minerals and waste planning

Mineral extraction: We plan and regulate the extraction of minerals like sand and gravel.

Waste management: We are responsible for planning and managing waste disposal and recycling facilities.

The County Council's own planning applications

The County Council determines its own planning applications for developments we propose, for example for:

  • school buildings
  • office spaces
  • library buildings
  • care homes

Even though the County Council is the applicant, we must still follow standard procedures, including public consultation. This ensures transparency and allows residents to voice their opinions.

We must comply with national and local planning policies, just like any other applicant. This includes considerations for environmental impact, traffic, and community needs.

Other planning activities in Hampshire

We work with local planning authorities (boroughs, cities, district councils and national parks) and other bodies on the preparation of local and neighbourhood plans with the intention of ensuring that development is coordinated across the county.

The county council is also consulted on planning applications dealt with by the local planning authorities, either as a statutory consultee or as a provider of infrastructure and services for Hampshire communities.

This includes:

When responding to planning applications it may be necessary to negotiate planning obligations and developer contributions.

Nationally significant infrastructure projects

County councils are involved in the planning process for major infrastructure projects dealt with through the Development Consent Order process which are managed by the Planning Inspectorate.

Local nature recovery strategy for Hampshire

The County Council is the responsible authority for preparing a local nature recovery strategy for the Hampshire area – a spatial plan which sets out how habitats should be recovered and enhanced across the area, both through land management choices and Biodiversity Net Gain linked to development.
