Applying for Crisis Resilience Fund (CRF) Resilience Grants

Community and voluntary organisations, charities, social enterprises, town, parish and district councils, and other organisations that meet the funding criteria can apply for funding through the Crisis Resilience Fund (CRF) Resilience Grant. The fund supports projects that help Hampshire residents strengthen their financial resilience, improve their ability to manage financial challenges, and reduce their reliance on crisis support services.

Funded by the Department for Work and Pensions (DWP), Hampshire County Council has received Crisis Resilience Fund funding from 1 April 2026 to 31 March 2029 to support activities that strengthen financial resilience, promote early intervention, and provide longer-term support for residents experiencing financial hardship.

The fund aims to support projects that help individuals and households:

  • increase household income
  • improve budgeting skills and financial confidence
  • access financial advice and guidance
  • reduce debt and financial pressures
  • improve long-term financial stability
  • reduce future reliance on emergency and crisis support.

Resilience Grants are intended to support projects that deliver sustainable outcomes for Hampshire residents and communities, rather than short-term emergency assistance alone. Projects may include activities such as:

  • financial capability and budgeting programmes
  • income maximisation support
  • debt advice and money management services
  • advice, guidance and information services
  • community-based resilience projects
  • early intervention initiatives
  • volunteer development and training
  • outreach and engagement activities targeted at vulnerable residents.
What we are looking to fund

Applications should focus on activities that:

  • prevent financial hardship from escalating into crisis
  • support early intervention and prevention
  • improve financial resilience and independence
  • strengthen local support networks and community capacity
  • improve access to advice, guidance and support services
  • deliver sustainable benefits beyond the funding period.

Projects should clearly demonstrate how they will contribute to positive outcomes such as:

  • increased household income
  • improved financial capability
  • reduced debt
  • reduced food insecurity and material deprivation
  • improved access to support services
  • reduced repeat requests for crisis support.
Funding rounds

Applications for Resilience Grant funding can be submitted at any time until Autumn 2028. There are no fixed application windows or submission deadlines. Applications will be reviewed by an independent CRF Funding Panel, which meets monthly to assess proposals against the fund's priorities, evidence of need, deliverability, value for money, and expected outcomes.

This approach provides organisations with the flexibility to develop and submit proposals when they are ready, while ensuring funding decisions are made through a robust, fair and transparent assessment process. Applicants may be awarded funding, asked to provide further information, offered a reduced award, or receive feedback where a proposal is not approved.

Application process

Applicants should review the Supporting Guidance document and then complete the CRF Proposal Template before submitting an application.

Organisations are encouraged to discuss proposals with the C4C Team before submission where additional advice or support would be beneficial. Early engagement can help strengthen proposals and ensure alignment with CRF objectives.
