Designated person
The River Hamble Harbour Authority is the statutory harbour authority for the River Hamble. The Port Marine Safety Code requires the Harbour Authority to appoint a Designated Person to provide independent assurance to the Harbour Board, as the duty holder. The Designated Person’s main responsibility is to determine, through assessment and audit, the effectiveness of the Harbour’s Marine Safety Management System in ensuring compliance with the code.
The Designated Person has a thorough knowledge and understanding of the requirements of the code (and supporting guide to good practice) and associated port and marine legislation. The role of the Designated Person does not obscure the accountability of the duty holder in matters of marine safety.
The Harbour Authority has appointed Captain Martin Phipps MBE of ABP Marine Environmental Research (ABPmer) Ltd as its Designated Person.
All river users, including Harbour Authority staff, have direct access to the Designated Person. Concerns regarding safety in the Harbour should, in the first instance, be raised with the Harbour Master. If additional independent advice regarding the matter is required, any reasonable concern can be brought to the attention of the Designated Person.
