11. Police and Crime Panel – Financial Monitoring leading to 2015/16 grant budget agreement

To consider a report of the Scrutiny Officer to the Panel, which sets out the activities of the delegated officer and the Complaints Sub-Committee in relation to complaints made against the Police and Crime Commissioner for Hampshire in the last quarter.

To consider a report of the Scrutiny Officer to the Panel setting out future meeting dates of the Panel for 2015/16 and the proposed future work programme.

To confirm the Minutes from the proactive scrutiny session held on 4 July 2014.
5. Session One: Rural Crime - Final Report
To agree the final report of the Police and Crime Panel on ‘rural crime’ to the Police and Crime Commissioner for Hampshire.
6. Session Two: Youth Offending
This proactive scrutiny session will allow the Panel to scrutinise and support the Police and Crime Commissioner in his aim to reduce the number of young people entering the criminal justice system.
The scope of the ‘youth offending’ session is attached as Appendix One. Written evidence has been received and is attached as Appendix Two. The Panel will hear oral evidence from the below stakeholders:
a) Police and Crime Commissioner for Hampshire
b) Youth Commission (TBC)
c) Youth Offending Teams
