To consider a report of the Legal Advisor to the Panel, which sets out proposed changes to the Police and Crime Panel’s Complaints Protocol.
12. Police and Crime Panel – Quarterly Complaints report
To consider a report of the Scrutiny Officer to the Panel, which sets out the activities of the delegated officer and the Complaints Sub-Committee in relation to complaints made against the Police and Crime Commissioner for Hampshire in the last quarter.

To consider a report of the Scrutiny Officer to the Panel, which sets out options for the meeting locations and start times for 2015/16, and makes an amendment to the calendar of meetings in 2016.

To confirm the Minutes from the proactive scrutiny session held on 23 January 2015.
5. Session Two: Youth Offending – Response from the PCC
To consider a paper outlining the Police and Crime Commissioner’s response to the final report of the Police and Crime Panel on ‘Youth Offending’.
6. Session Three: Victims and Witnesses - Final Report
To agree the final report of the Police and Crime Panel on ‘Victims and Witnesses’
7. Session Four: Light-Touch Scrutiny of Mental Wellbeing and Policing
This proactive scrutiny session will allow the Panel to undertake a light-touch scrutiny of the Police and Crime Commissioner in his commitment to ‘improve outcomes for people affected by mental health issues by working with partners’.
The scope of the ‘Mental Wellbeing’ session is attached as Appendix One. Written evidence has been received and is attached as Appendix Two. The Panel will hear oral evidence from the below stakeholders:
- a) Police and Crime Commissioner for Hampshire
- b) Hampshire Constabulary

8. Review of Proactive Scrutiny for 2014/15
To hold a verbal discussion to review the process and outcomes of the first four proactive scrutiny sessions of the Police and Crime Panel, and to identify any areas of improvement for future proactive scrutinises.
9. Proactive Scrutiny Work Programme for 2015/16
To consider the Police and Crime Plan working group’s recommendations for the proactive scrutiny work-programme for 2015/16.
