Hampshire and Isle of Wight Police and Crime Panel appoints new Chair

The Hampshire and Isle of Wight Police and Crime Panel (HIOW PCP) has elected Basingstoke and Deane Borough Councillor Simon Minas-Bound as its new Chair for 2025/26 at a meeting on Monday 28 July 2025.

Commenting on his appointment, Councillor Simon Minas-Bound said: “I’m delighted to take up the position of PCP Chair to further support the Panel’s important work in scrutinising and supporting the Police and Crime Commissioner.

“My previous experience as Chair of this Panel and as Chair of the Safer North Hampshire Community Safety Partnership for five years has given me valuable insight into the complexities of local policing, community safety, and partnership working. I look forward to taking forward our responsibilities to work collaboratively with the Commissioner, while also championing the needs and concerns of communities across Hampshire and the Isle of Wight.”

At the meeting, the Police and Crime Commissioner (PCC) Donna Jones – who oversees policing and criminal justice across Hampshire and the Isle of Wight – presented her Police and Crime Annual Report along with a Business and Retail Crime update to the Panel.

The Panel also approved the reappointment of Councillor Phillip Davies of East Hampshire District Council.

Two new members were also elected to join the HIOW PCP Complaints Sub-Committee, ensuring the Sub-Committee continues to be representative of the police area and more fully reflects the political make-up of the local authorities across Hampshire and the Isle of Wight. The two new members, completing the Sub-Committee memberships of five, are:

  • Councillor Josh Allen, of Southampton City Council, representing the Labour Group; and
  • Councillor Luigi Gregori, Local Authority Co-opted Member representing the Liberal Democrat Group.

These members will join re-appointed members Shirley Young (Chair), Joanne Burton, and Gwen Robinson.
