Overview of the M27 Junction 10 improvement scheme
About the scheme
Over the coming year, we will be progressing with the improvements to the M27 junction 10. The scheme will provide the highways infrastructure to help facilitate the delivery of new homes and jobs at Welborne Garden Village near Fareham. This is fantastic news and a key milestone for this long-awaited scheme.
The scheme involves upgrading the junction to create an 'all moves' junction, which includes constructing a new motorway underpass, adding three new slip roads, and creating a new dual carriageway to link the slip roads to the existing road network.
Hampshire County Council is delivering the scheme, working closely with National Highways, and has appointed VolkerFitzpatrick as the main contractor. VolkerFitzpatrick and their lead Designer Ramboll have brought significant expertise to the project team and have been working hard for the last two years to complete the detailed design and approval processes.
Improvements and benefits
The improvements will include:
- construction of a new motorway underpass west of M27 junction 10
- addition of three new slip roads
- creation of a new dual carriageway to link the slip roads to the existing road network, forming a 'free flowing link' at junction 10, providing easier access to the M27
- provision for people that walk, cycle and horse ride
This package of upgrades will support the development of Welborne Garden Village, a new community of up to 6000 homes just outside Fareham in Hampshire, improving local connectivity and traffic flow in the area.
Funding
The scheme is being funded by Buckland Group, the developer of Welborne Garden Village via a Section 106 Agreement and by Homes England.

Road closures and traffic management
Will there be any road closures during the construction?
Yes, there will be several full and partial overnight closures on the M27, particularly between Junctions 9 and 11, and on the A32, to facilitate the construction work.

How will the construction affect local traffic?
The construction will involve temporarily reducing the number of lanes on the motorway at certain sections and implementing traffic management measures to ensure safety. While this may cause temporary inconvenience, the upgrades are designed to ultimately improve traffic flow and connectivity.
Why is there a 50mph speed restriction and a lane reduction on the westbound and eastbound lanes?
The 50mph speed restriction and lane reduction are in place to ensure safety.
These measures help manage traffic flow and protect both drivers and workers during the improvement works on the motorway embankment.
Why is the traffic management on the A32 necessary?
Traffic management is required on the A32 to allow the new slip roads and dual carriageways to be connected to the existing road network.
There will be three phases of traffic management on the A32. The first phase is already in place, involving the narrowing of the carriageway to a single lane in each direction and the closure of the central crossing points. This is necessary to enable utility service works and to create a safe working access for junction 10 construction vehicles. To minimise disruption to the traveling public and to ensure the safe movement of large equipment onto the site, some limited overnight road closures were required.
There will be two further layouts to enable the new roundabout to be constructed while keeping traffic on the A32 moving in both directions and details of the traffic management changes including dates will be provided on the scheme's news page.
How long will there be traffic management on the motorway?
The narrow lanes closures will be in place from March 2025 until completion of the scheme.
Pook lane
When will the permanent closure of Pook Lane at the western end (from the A32) take place?
The exact dates for the permanent closure will be provided in future updates.

Will I still be able to access Pook Lane?
Yes, it will still be possible to access at the eastern end onto Pook Lane from the M27 Junction 11.
